Sandra Rose, MPH, MCHES, is the senior director of Community and Provider Engagement for Blue Shield of California Promise Health Plan.
An accomplished healthcare leader with a passion for developing and implementing programs to improve the health of underserved communities and advance health equity, Rose has a proven track record of developing successful and sustainable community-health and integrated care-management programs. She is recognized for her exceptional depth and scope of experience in community-clinical linkages, population health management, health education, cultural and linguistic services, quality improvement, cost of health care initiatives, health policy communications, county/government relations, and grassroots community outreach.
Prior to joining Blue Shield Promise, Rose worked on the Blue Shield of California Health Transformation Implementation team, overseeing Health Reimagined pilots. Before then, she worked for nearly 15 years in the Medi-Cal program, which developed her deep understanding of the intersection of county, non-profit, and state delivery systems serving the most vulnerable populations.
Her early career experiences as a health educator/community health advocate working with justice-involved youth, women, and people living with HIV/AIDs served as the bedrock for her commitment to build community-integrated health systems that care for the whole person within the context of social factors, environment, policies, and community.
Rose earned a Bachelor of Arts degree in Economics and Journalism from the University of Massachusetts at Amherst and earned a Master of Public Health degree in International Health and Development from Tulane University. She also is a Master-Certified Health Education Specialist.
